Approval Withdrawal Policy


1. Policy Purpose


The purpose of this policy is to set out the arrangements, safeguards, and procedures that apply should Centre Approval, or approval to deliver any regulated qualification, be suspended, restricted, or withdrawn.

SCTNI Limited recognises that learners must not be unfairly disadvantaged by circumstances outside their control. Accordingly, this policy establishes clear measures to protect learner interests, maintain regulatory compliance, and ensure, wherever reasonably practicable, that learners are able to complete or receive appropriate recognition for their studies.

2. Scope


This policy applies to all regulated qualifications delivered by SCTNI Limited and to all learners, staff, contractors, assessors, internal quality assurers, administrators, employers, placement providers, and partner organisations associated with those qualifications. It covers any situation in which centre approval or qualification approval is suspended or withdrawn, whether temporarily or permanently, whether initiated by an awarding organisation or voluntarily by the centre, and includes circumstances where operational, regulatory, or commercial factors result in the cessation of delivery.

3. Definitions


For the purposes of this policy, centre approval refers to the formal authorisation granted by an awarding organisation that permits SCTNI Limited to deliver regulated qualifications, while qualification approval refers to the authorisation to deliver a specific qualification. Withdrawal refers to the removal of approval either permanently or indefinitely, suspension refers to a temporary restriction on registrations or delivery, and teach-out refers to structured arrangements designed to enable currently enrolled learners to complete their studies or receive appropriate recognition for work already achieved.

4. Policy Statement and Principles


SCTNI Limited is committed to acting at all times in the best interests of its learners and to working openly, cooperatively, and professionally with awarding organisations and regulatory bodies. The organisation will ensure that any decision or action taken following withdrawal or suspension is fair, proportionate, clearly communicated, and consistent with legal and regulatory obligations. The centre will make every reasonable effort to allow learners to complete their qualification or to obtain formal recognition for the learning and assessment already completed. All actions will be documented, evidence based, and subject to quality assurance oversight.

5. Responsibilities


Overall responsibility for the implementation of this policy rests with the Centre Director or Centre Manager, who will lead communications with awarding organisations and ensure that appropriate protection arrangements are put in place. The Quality Lead or Internal Quality Assurer will be responsible for maintaining assessment integrity, confirming evidence of achievement, and coordinating certification or transfer arrangements. Administrative staff will maintain accurate learner records, manage communications, and support documentation requirements, while tutors and assessors will work with learners to finalise outstanding assessments and provide appropriate academic support to facilitate completion wherever possible.

6. Activation of the Policy


SCTNI Limited will cooperate fully with the relevant awarding organisation and will provide all required information, documentation, and evidence to support compliance and transparency. The centre will seek reinstatement of approval where this is achievable and appropriate; however, where reinstatement is not possible, the centre will agree and implement an appropriate closure, transfer, or teach-out strategy. All actions taken will comply with awarding organisation rules, qualification specifications, and regulatory requirements.

7. Learner Protection and Continuity Arrangements


The centre’s primary objective during any withdrawal or suspension is to minimise disruption and enable learners to complete their studies wherever reasonably practicable. SCTNI Limited will therefore explore and implement appropriate continuity arrangements, which may include supporting accelerated completion of assessments, deploying suitably qualified staff to oversee remaining delivery, collaborating with another approved centre to supervise or complete training, transferring learners to an alternative approved centre, or transferring learners to an equivalent qualification with comparable learning outcomes. Where full completion is not possible, learners will be supported to obtain certification for any completed units or components in accordance with the relevant qualification rules. Throughout this process, learners will receive clear guidance, individual support, and access to their records of achievement.

8. Communication


SCTNI Limited recognises the importance of timely and accurate communication in maintaining trust and confidence. Affected learners, staff, employers, and partners will be informed as soon as reasonably practicable about the nature of the withdrawal or suspension, the likely impact, and the options available to them. Communications will be clear, factual, and accessible, and will include information on support arrangements and expected timescales. The centre will ensure that no learner is left uncertain about their position or next steps.

9. Where Completion is Not Achievable

10. Learner Concerns, Complaints, and Appeals


Learners who are dissatisfied with how withdrawal or suspension has been managed may raise their concerns initially with the Centre Manager. Where concerns are not resolved informally, learners may follow the formal complaints process in accordance with the centre’s Complaints Policy and, where appropriate, may escalate matters to the relevant awarding organisation. All complaints will be treated seriously, investigated fairly, and resolved without prejudice or detriment to the learner.

11. Equality, Fairness, and Reasonable Adjustments


SCTNI Limited is committed to ensuring that all decisions taken under this policy are fair and non-discriminatory. The centre will continue to apply reasonable adjustments and provide appropriate support to learners with additional needs throughout any teach-out or transfer arrangements. Consideration will be given to the individual circumstances of each learner to ensure equitable outcomes.

12. Records, Data Protection, and Evidence


Accurate and secure records will be maintained throughout the withdrawal process, including correspondence with awarding organisations, learner communications, assessment evidence, certification claims, and transfer documentation. All information will be handled in accordance with the centre’s data protection policies and applicable legislation to ensure confidentiality and integrity.

13. Monitoring and Review


This policy will be reviewed at least annually, and additionally following any activation or significant regulatory change, to ensure that it remains effective, compliant, and reflective of best practice. Lessons learned from any implementation will be incorporated into future revisions to strengthen learner protection and operational resilience.
