Policy Purpose
The purpose of this policy is to set out how SCTNI Limited identifies, considers, and manages extenuating circumstances that may adversely affect a learner’s ability to attend training, complete assessment, or demonstrate achievement within the normal requirements of a course or qualification. The organisation recognises that unforeseen, serious, and unavoidable events can occur that are outside a learner’s control and may temporarily impair performance or participation. This policy establishes a fair, consistent, and evidence-based approach to supporting affected learners while maintaining the integrity, validity, and standards of regulated qualifications.
Scope
This policy applies to all regulated and non-regulated courses delivered by SCTNI Limited and to all learners enrolled on those programmes. It applies to circumstances affecting attendance, assessment submissions, examinations, practical assessments, workplace evidence, deadlines, or other formal requirements. The policy applies to all staff responsible for teaching, assessment, internal quality assurance, and administration who may be involved in considering or managing such requests.
Policy Statement
SCTNI Limited is committed to supporting learners who experience genuine and significant difficulties that could not reasonably have been foreseen or prevented. Where credible extenuating circumstances arise, the organisation will consider reasonable and proportionate adjustments designed to reduce disadvantage without compromising qualification standards or assessment integrity. Decisions will be made objectively, based on evidence, and in accordance with awarding organisation requirements. The purpose of extenuating circumstances arrangements is to provide fairness, not advantage, and no action taken under this policy will lower or dilute assessment criteria or competence requirements.
Definition of Extenuating Circumstances
For the purposes of this policy, extenuating circumstances are defined as serious, exceptional, and unforeseen events that are outside the learner’s control and that have a demonstrable and material impact on their ability to prepare for, attend, or complete assessment. Such circumstances must normally be temporary, unavoidable, and significant enough to affect performance. Routine pressures or minor inconveniences do not meet this threshold. The learner must be able to demonstrate that the situation directly prevented or substantially impaired their participation or achievement.
Principles
All requests will be considered individually, fairly, and confidentially. Decisions will be proportionate to the nature and severity of the circumstances and supported by appropriate evidence. SCTNI Limited will seek to minimise disruption while protecting qualification standards and ensuring that any adjustments do not provide an unfair advantage over other learners. The organisation will not retrospectively alter assessment decisions where evidence of competence is lacking, and it will not amend grades or outcomes solely on the basis of personal circumstances.
Responsibilities
Responsibility for overseeing the implementation of this policy rests with the Centre Manager or designated senior representative. Tutors, assessors, and internal quality assurers are responsible for advising learners of this policy, identifying potential concerns early, and referring requests appropriately. Learners are responsible for notifying the centre as soon as reasonably practicable when circumstances arise and for providing accurate information and supporting evidence. Administrative staff are responsible for maintaining records and ensuring that decisions are documented consistently.
Notification and Evidence
Learners who believe they are affected by extenuating circumstances must notify SCTNI Limited at the earliest opportunity and before the relevant assessment or deadline wherever possible. Requests submitted significantly after an assessment or result has been issued will only be considered where there is a compelling reason why earlier notification was not possible. Learners will normally be required to provide appropriate independent evidence, such as medical confirmation, official documentation, or employer statements, sufficient to demonstrate the nature, timing, and impact of the circumstances. The centre reserves the right to decline requests that are unsupported or unverifiable.
Consideration and Possible Adjustments
Where a request is accepted as valid, SCTNI Limited will consider reasonable measures that reduce disadvantage while preserving standards. Such measures may include rescheduling assessments, granting short extensions, deferring attendance to a later cohort, or arranging alternative assessment opportunities where permitted by the awarding organisation. Adjustments will not involve altering assessment criteria, lowering competence requirements, or awarding credit for work not completed. The aim is to provide an equitable opportunity to demonstrate achievement rather than to compensate for performance.
Circumstances That May Be Considered Extenuating
Circumstances that may be considered valid typically involve serious illness, injury, or medical conditions affecting the learner at the time of assessment, significant family emergencies such as bereavement or acute crisis, unexpected hospitalisation, involvement in legal or emergency situations beyond the learner’s control, or other exceptional events that could not reasonably have been predicted or avoided. Each case will be evaluated on its own merits with regard to severity, timing, and demonstrable impact.
Circumstances That Do Not Constitute 'Extenuating'
For clarity and fairness, SCTNI Limited makes explicit that many everyday challenges, personal choices, or foreseeable events do not constitute extenuating circumstances and will not normally justify extensions, deferrals, or special consideration. Situations that fall outside the scope of this policy include routine work commitments, shift patterns, annual leave, or employer scheduling conflicts. They also include poor time management, missed deadlines due to personal organisation issues, failure to prepare adequately for assessment, or forgetting dates or requirements. Minor illness that does not prevent attendance, travel delays that could reasonably have been anticipated, childcare arrangements, social events, financial difficulties that were foreseeable, equipment failure where alternatives were available, and general stress or exam nerves not supported by medical evidence will not normally be accepted. Requests based solely on dissatisfaction with performance, perceived difficulty of an assessment, or a desire to improve a result will also not be considered valid grounds for extenuating circumstances. These examples are provided to ensure transparency and to maintain consistent and equitable decision-making.
Decision-Making and Communication
All decisions will be recorded and communicated to the learner in writing within a reasonable timeframe. The outcome will explain whether the request has been accepted or declined and will set out any agreed adjustments or next steps. Where a request is declined, the reasons will be provided clearly and respectfully. The organisation will ensure that records are sufficient to demonstrate fairness, consistency, and compliance with awarding organisation expectations.
Appeals
Learners who believe that their request has not been considered fairly may seek a review through the centre’s Appeals or Complaints procedures. Appeals will be considered by an appropriate individual not previously involved in the original decision to ensure independence and impartiality.
Confidentiality and Data Protection
Information relating to extenuating circumstances often involves sensitive personal data. SCTNI Limited will treat all such information confidentially and will process it only for the purpose of administering this policy. Records will be stored securely and handled in accordance with the organisation’s Data Protection Policy and applicable legislation.
Monitoring and Review
This policy will be reviewed annually and updated where necessary to reflect changes in regulatory requirements or operational practice. The organisation will monitor requests and outcomes to ensure consistency and to identify any trends that may require procedural improvements.
